HEALTHCARE REFORM

Healthcare Reform: Exchange Coverage Notice Due October 1, 2013.

No law since perhaps the creation of the Medicare and Medicaid programs or the Employee Retirement Income Security Act (ERISA) has more fundamentally shifted the health care landscape than the recently enacted Patient Protection and Affordable Care Act (P.L. 111-148, as modified by H.R. 4872, the Health Care and Education Reconciliation Act of 2010). Many of the provisions are geared toward expanding access to health care coverage through a mix of incentives for private insurance and a dramatic expansion of public programs.

INSURANCE COVERAGE FOR YOUR BUSINESS AND EMPLOYEES

As a small business owner, you may have questions about what you can do to help get you and your employees insurance coverage. Covered California is developing a marketplace specifically designed for small businesses with one to 50 eligible employees. Covered California will make it easier to compare a variety of qualified, competing health plans from private insurance companies, including group plans that you might think are only offered to large businesses.

U.S. CITIZENSHIP AND IMMIGRATION SERVICES

The U.S. Citizenship and Immigration Services (USCIS) published a revised Form I-9 for use in verifying employment eligibility on Friday. All employers are required to complete a Form I-9 for each employee. According to the USICS, employers should not complete a new Form I-9 for current employees if a properly completed Form I-9 is already on file.

A Spanish version of Form I-9 (Rev. 03/08/13N) is also available, and HRCalifornia will be updated with the new form. The Spanish version is for use in Puerto Rico only. Spanish-speaking employers and employees in the 50 states, Washington, D.C., and other U.S. territories may use the Spanish version for reference, but must complete the English version of the form.

After May 7, 2013, only the 03/08/13 version will be accepted.
